Start coastal protection program
In the mid 50's completely new coastal protection elements arose with the technical optimization of the dyke constructions: Flood barriers for the protection of the hinterland.
In 1955, after the Storm surge of 1953 the coastal protection program of Lower Saxony started. It planned a reinforcement and an increase of sea and river dykes and the building of 14 barriers at the deltas of the most important tide affected tributaries of Ems, Weser and Elbe.
With this measure weak links within the range of river dikes should be compensated, as with heavy storms the sea dykes maintained and the river dykes flushed and broke.
